Anxiety fatigue

How can you treat fatigue associated with extremely low levels of cortisol without aggravating anxiety?
I had the daily fatigue (not starvation) about 4 hours. I also had tests (blood and saliva), showing that my cortisol levels were low (am especially around 4). There any supplements (herbs, minerals, etc. ..) other than the B vitamins that can help increase my level of cortisol, without causing my panic disorder / for Generalized Anxiety worse? Any help (no matter how small) would be beneficial!
